The cumulation of increasing food and water insecurity, mass population movement and more extreme natural disasters undermines efforts to reduce poverty and boost prosperity. Land and water use conflicts increase, as do migration flows and the number of vulnerable people. Economic losses from disasters have grown steadily since 1990, reaching an estimated annual average of USD 200 billion.
All of this could overwhelm the coping capacity of fragile regions and the capacity of a number of governments to meet the basic needs of their people. Social upheaval and sometimes violent conflict could follow…
