Forests Climate Change.Results and REDD+: Learn How the Green Climate Fund Will Pay
- The Green Climate Fund has developed the draft of a logic model and a performance measurement framework for ex-post REDD+ results-based payments, which is in accordance with the Warsaw framework on REDD+

Members of the Green Climate Fund (GCF) board are in Barbados for the board’s eighth meeting (Oct.14–17), where they are threshing out critical issues on resource mobilization, direct access and accreditation of national and international entities.
One important issue on the agenda is financing REDD+ (reducing emissions from deforestation and forest degradation), a mechanism that offers incentives to developing countries for the sustainable management of forests and enhancement of carbon stocks.
The GCF –touted as the main multilateral source of funding for developing countries for adaptation and mitigation initiatives – has come up with an initial logic model and performance measurement framework for ex post REDD+ results-based payments. The model was developed in accordance with the methodological guidance in the 2013 Warsaw Framework for REDD+.
The initial logic model came five months after the board introduced an initial Results-Management Framework (RMF) in May this year. The RMF, as climate policy analyst Stephen Leonard has pointed out, referred to REDD+ as an “area for potential near term funding” building on REDD+ readiness and support implementation. Virginia Benninghof, a thematic expert for climate change and sustainable expert for the IISD reporting services, on the other hand, said that the RMF, as opposed to the Warsaw Framework for REDD+, will also include ex ante payments .
The initial logic model and performance measurement framework for ex post REDD+ results-based payments, as described by the GCF, are integral to the Fund’s mitigation logic model, the identified results of which include decreased emissions from land use, deforestation, forest degradation and improved management of land and forest areas.
