The Projet d’Aménagement des Petiits Permis Forestiers Gabonais (PAPPFG) is the result of a long maturation process that started in 2001 on the impetus of the French Ageny for Development (AFD) who felt the impact of its activities in the field of sustainable management of large-scale industrial logging licenses weakened if the smallholder licences (covering up to 40% of the forest surfaces alllocated for timber use in Gabon!) were not included in this process.
A first study was conducted on Small and Medium Logging Companies implemented in the region. It helped to draw a classification of the license-holders, and to gather preliminary data indicating weak organisational structure, lacking knowledge of legal framework's evolution and limited access to forest resources. A second study put forward proposals for a framework setting favouring the effective management of the smallholder license areas while underlining clearly that the overall efforts are pointed at structuring and managing a complex economic sector where sustainable planning and management techniques would simply have a catalytic function.
From now on, the instruction of a project aiming at spreading the dynamic of sustainable planning and management towards forest license smallholders continued throughout 2005 and 2006. A Feasibility study specified the project outilines and finalized the insitutional ( contract owner is the Gabonese Ministry of Forestry) and financial set-up (Gabon with French Development Agency for loan and grant-in-aid, grant by the French Global Environment Fund and smallholders).
