Soumission relative aux directives méthodologiques des approches non fondées sur le marché

From 19 to 21 March 2014, the La Falaise Hotel in Douala (Cameroon) hosted the regional capacity building workshop of the Climate Working Group and preparations for upcoming meetings. The overall objective of the workshop was "to enhance the negotiators’ and other GTC / COMIFAC members’ understanding of the main issues currently under negotiation in the context of the new global climate system in general and climate finance in particular to guide them in developing an appropriate and realistic roadmap based on lessons learned from COP 19 in Warsaw"
 
 
 The workshop was articulated around seven (7) highlights namely: (1) the opening ceremony; (2) presentation of the workshop agenda and objectives; (3) establishment of ad hoc bodies of the meeting; (4 ) presentations of various topics, discussions, and recommendations; (5) internal finalization and adoption of submissions; (6) completion of the roadmap; (7) the closing ceremony.

 
At the end of the deliberations, the participants made the following recommendations:

 
(1) The REDD + process should be an all-encompassing tool to ensure comprehensive development of our countries, taking into account all sectors of the national economy (energy, agriculture, mining, oil,  land management, land tenure).

(2) The need to revisit the Operating Framework of the Sub-Regional Group of Experts (GEC), as well as redefine the Terms of Reference and the need to equip the Group with technical and material resources, to build country-specific data bases at subregional level.

(3) Strengthen the ongoing dynamic under the leadership of the COMIFAC Executive Secretariat to relaunch the implementation of the Durban Declaration on the back of financial pledges made by a number of developed countries (Norway, UK, and USA) in support of the sustainable forest management in the Congo Basin countries.

(4) The establishment of a subregional expert group to conduct brainstorming on methodological approaches to non-carbon benefits.
