DR Congo: Members of CEFDHAC National Forum Sign a REDD+ Agreement

 

Kinshasa (DRC) 25 March 2014, stakeholder members of CEFDHAC National Forum recently pledged to promote the REDD+ process in the DR Congo. The overall objective of this round-table was to enhance the commitment of stakeholders in REDD+ process for a sustainable management of forest resources in DRC, in line with climate change mitigation.

 

Meeting from 24 to 25 March 2014 at Arche hall in Kinshasa (DR Congo), stakeholder members of CEFDHAC National Forum, pledged to promote REDD+ process in the DR Congo. This happened in the presence of Mr. Bienvenu Ngoy, Chairman of CEFDHAC/RDC National Forum, M. Katsuva, Director at the ministry for Environment, representing Secretary general of Environment and Mrs Camille Jepang from IUCN/Cameroon.

 

The event had to do with carrying out an appraisal of the different ongoing REDD+ ongoing projects, during the transitional period of preparation of the national strategy and investments (REDD+ national fund, FIP, SESA, Framework-Strategy, etc.) in order to share information on recent developments relating to such projects. Also on agenda was the definition of the elements of a commitment strategy and a multi-actor communication plan for CEFDHAC-DRC National Forum in line with the global communication strategy of the process to fuel commitment and communication good practices at sub-regional level. Before adopting and signing a position and advocacy note on the main stakes of REDD+ in a national and sub-regional perspective.

 

At the end, CEFDHAC National Forum members formulated the following recommendations to improve REDD+ governance and public participation:

 

♦ Advocating with the supervisory ministry for the restructuring of CNREDD from the preparation phase to the investment phase;

♦  Operationalizing REDD+ bodies by establishing a realistic working schedule;

♦  Drafting and producing REDD+-adapted communication media;

♦  Organizing an information and awareness campaign on REDD+ process in the DRC;

♦  Introducing the tools and messages produced;

♦  Drafting the campaign implementation pan;

♦  Producing follow-up, evaluation and reporting tools of communication activities;

♦  Organizing public expression platforms (public discussion) on REDD+ process;

RD Congo : Les membres du Forum national CEFDHAC signent un acte d’engagement à la REDD+

Kinshasa (RDC) 25 mars 2014, les parties prenantes membres du Forum national CEFDHAC viennent de prendre l’engagement de promouvoir le processus REDD+ en RD Congo. L’objectif global de cette table ronde était de renforcer l’engagement des parties prenantes au processus REDD+ pour une gestion durable des ressources forestières en RDC en lien avec l’atténuation du changement climatique.

 

Réunis du 24 au 25 mars 2014 en la salle Arche de Kinshasa (RD Congo), les parties prenantes membres du Forum national CEFDHAC avec l’appui viennent de prendre l’engagement de promouvoir le processus REDD+ en RD Congo. Ce, en présence de M. Bienvenu Ngoy, Président du Forum national CEFDHAC/RDC, M. Katsuva, Directeur au Ministère de l’Environnement, représentant du Secrétaire général de l’Environnement et Mme Camille Jepang de l’IUCN/Cameroun.

 

Clairement, il s’est agit, notamment de faire un état des lieux de progression des différents chantiers en cours du processus REDD dans la période charnière de préparation de la stratégie nationale et des investissements(Fonds national REDD+, FIP, SESA, Stratégie-Cadre, etc.) afin de partager les informations sur les nouveaux développements relatifs à ces chantiers. Mais aussi, de définir les éléments d’une stratégie d’engagement et d’un plan de communication multi-acteurs du forum National CEFDHAC-RDC qui s’arrime avec la stratégie de communication globale du Processus afin d’alimenter les bonnes pratiques d’engagement et de communication au niveau sous-régional. Avant d’adopter et signer une note de position et de plaidoyer sur les enjeux majeurs de la REDD+dans une optique nationale et sous-régionale.

 

A la clôture, les membres du Forum national CEFDHAC recommandent dans le but d’améliorer la gouvernance REDD+ et la participation publique, ce qui suit :

 

♦ Faire le plaidoyer auprès du Ministère de tutelle pour la restructuration de la CNREDD de la phase de préparation à la phase d’investissement ;

♦  Rendre  opérationnels les organes REDD+ définissant un calendrier  de travail réaliste ;

♦  Elaborer et produire les supports de communications adaptés sur la REDD+ ;

♦  Organiser la campagne d’information et sensibilisation sur le processus REDD+ en RDC ;

♦  Prétester les outils et les messages produits ;

♦  Elaborer le plan de déploiement de la campagne ;

♦  Produire les outils de suivi, évaluation et rapportage des activités de communication ;

♦  Organiser les tribunes d’expression populaire (débat public) sur le processus REDD ;
