Extract of main conclusions of the report:
The REDD + mechanism could present a viable alternative for the preservation of commercial species in the context of the Congo Basin’s managed concessions and thus preserve the commercial value of forests exploited in successive cycles. However, given the current state of carbon markets, the selling price of REDD + credits and the lack of guarantees of the possibility of a forest concession holder conducting long term operations, establishing a REDD + project hardly looks like an appealing financial prospect.
Thus, based on the proposed methodology for estimating emissions reductions, it is advisable to do the following prior to implementing this type of project:
♦ studies on the reconstitution dynamics of the post- exploitation biomass according to varying degrees of collection;
♦ An analysis in consultation with stakeholders of how to share benefits and opportunities for implementing safeguards for long term exploitation of resources to ensure project sustainability while taking into account the impact on the national economy (lower tax revenues, employment and social welfare contributions, etc.).
♦ An analysis of the longer term economic impacts of the project (2 cycles).
