The main objectives of the meeting were to:

 

1. Review available and possible funding in the light of the objectives of the N'Djamena conference and proposals submitted by working groups of the conference

 

 

2. Identify internal and external, national and international sources to fuel a sustainable funding strategy for conservation in the region

 

 

3. Seek ways to match donor-funded efforts with commitments of countries in the region

 

 

The discussions were centered around the following three themes:

 

1. Oversight of transhumance
2. Cross-border agreements
3. Efforts made by States in the region to combat armed groups

European Union

 

 

Countries of the region represented

Cameroon

Niger

Democratic Republic of the Congo

South Sudan

Chad

Main conclusions of the meeting

 

 

1. The donors all expressed their willingness to support the countries in the region in their efforts to preserve this hotspot of global biodiversity

 

 

2. All the donors have ongoing funding available for the countries in the region, particularly in the areas of:

 

1. Training
2. Preservation of protected areas
3. Inclusive development
4. Bilateral cooperation
5. Transhumance
6. The fight against trafficking

 

 

3. All the region’s countries have also developed initiatives relating to the conference themes, especially through:
4. Partnerships with donors
5. Collaboration with international agencies and organizations
6. Regional initiatives, such as cross-border agreements
7. The existence of national environmental conservation funds

 

 

4. The entire international community reiterated its commitment to extend and continue its financial and technical support to the countries of the region on these topics. They expressed the hope that these funding would be provided in a context of:
5. Political commitment at the highest levels of government in countries in the region
6. Requests submitted by the countries of the region themselves
7. Results consistent with shared expectations

 

 

5. In light of the initial round of views expressed, donors could consider pooling resources and setting up joint training courses in a cross-border context.

 

 

6. It seems necessary for the donor community to lay the groundwork for regional reflection on the harmonization of existing legislation on the subject.

 

 

7. The donors also wish to encourage and support the region’s countries in considering innovative sources / structures for sustainable funding for the fight against environmental crime, which could for example be housed within a project financing agency.
