COMIFAC Ministers of Forests, the Environment gathered in Kinshasa agree on issues relating to the REDD+ and the summit of the three tropical forest basins and sub-regional partner institutions.

From 16 to 18 May 2011, holding of COMIFAC Ministers Extraordinary Council in Kinshasa (DRC). This session was chaired from 16 to 17 May 2011 by the expert consultative Commission. Under the high patronage of the President of the Democratic Republic of Congo, H.E. Joseph Kabila Kabange, deliberations were opened by his Excellency Jose Endundo Bononge, Minister for the Environment, Conservation of Nature and Tourism. The following countries attended: Burundi, Cameroon, Congo, Gabon, Equatorial Guinea, Central African Republic, Democratic Republic of Congo (RDC), Rwanda and Chad. Representatives of some sub-regional institutions and international organisations were also present, namely: CEEAC, COMIFAC, RAPAC, CEFDHAC, ADIE, OAB, OCFSA, REPAR, CBFP Facilitation, World Bank, the European Union, the ADB, CIFOR, UICN, GTZ, CARPE/USAID, UNESCO.

CEEAC Deputy Secretary General, Mr Roger Tchoungui, in his speech rejoiced over the holding of this meeting which is in line with the wish of heads of states and governments who decided to give COMIFAC the statute of a CEEAC specialized body. He mentioned the holding in Brazzaville of the summit of the three tropical forest basins for which CEEAC is expected to allocate funds for the success of the event. In his opening address, minister Endundo, COMIFAC serving President, recalled the main objective of the session before pointing out the interest for Congo basin countries to consult as often as possible on major issues relating to climate, biodiversity and forests in order to perfect their strategy convergence and adopt common positions.

Following intense deliberations, seven resolutions were taken and structured around three points:

(1)    COMIFAC financial audit and accounting report, and the institutional and organizational report of COMIFAC ES and sub-regional partners. Ministers council requests the holding of decisional instances of OAB, ADIE and OCFSA as soon as possible in order to allow COMIFAC ministers council to decide on the future of such structures;

(2)   The summit of the three tropical forest basins. The ministers assigned a team of experts to prepare a proposal relating to the roles, duties, functioning and funding mechanisms for such a structure;

(3) The adoption of the Kinshasa declaration on the common position of Central African ministers in charge of Natural Resources, Forests and the Environment concerning the Post-Kyoto 2012 Regime.
