Bonn (Allemagne), 21-26 janvier 2013- S’est tenue la première réunion de la Plate-forme intergouvernementale scientifique et politique sur la biodiversité et les services écosystémiques ( en anglais Intergovernmental Science Policy Platform on Biodiversity and Ecosystem Services).Bonn (Germany), 21-26 January 2013 – First meeting of the Intergovernmental Science Policy Platform on Biodiversity and Ecosystem Services (IPBES).  

Organisée sous l’égide du Programme des Nations Unies pour l’Environnement (PNUE), par le Secrétariat de l’IPBES, la réunion de Bonn a rassemblé plus de 500 participants.Organized under the UN Environment Program (UNEP) patronage by IPBES Secretariat, the Bonn meeting gathered over 500 participants. Y ont  pris part les représentants des gouvernements membres et non membres de l’IPBES, des organisations et des conventions des Nations Unies, des organisations intergouvernementales, des organisations non gouvernementales, et divers groupes d’intervenants.It was attended by representatives of member governments and non IPBES members, UN agencies and conventions, intergovernmental organizations, NGOs and various other actors.

 La session d’ouverture a connu quatre allocutions successivement faites par :The opening session was marked by four speeches as follows: Nick Nuttall du PNUE, Ursula Heinen-Esser, Secrétaire d’État Parlementaire au Ministère fédéral allemand de l'Environnement, de la Conservation de la nature et de la Sécurité nucléaire, le Maire de Bonn, et Achim Steiner, Directeur Exécutif du PNUE.Nick Nuttall from UNEP, Ursula Heinen-Esser, Parliament State Secretary at the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety, Bonn Mayor and Achim Steiner, UNEP Executive Director.

 Outre l’élection de Zakri Abdul Hamid (Malaisie) comme Président de l’IPBES et Robert Watson (Royaume-Uni) comme Vice-Président, des décisions ont été prises durant la pleinière à savoir:Beside the election of Zakri Abdul Hamid (Malaysia) as IPBES President and of Robert Watson (United Kingdom) as Vice-president, decisions were taken during the plenary, including:

• ♦ L’adoption du Règlement intérieur régissant la Plénière de la Plate-forme;♦ The adoption of by-laws governing the Platform Plenary;
• ♦ L‘adoption de la politique régissant l’admission des observateurs à l’IPBES ;♦ The adoption a governing policy for the admission of observers on the IPBES;
• ♦ L’élection des 25 membres du Groupe d'Experts Multidisciplinaire (GEM);♦ The election of the 25 members of the Multidisciplinary Expert Group (MEG);
• ♦ La prise en compte de la proposition commune sur l’administration du Secrétariat de l’IPBES présentée par le PNUE, l’UNESCO, la FAO et le PNUD;♦ The consideration of the common proposal on IPBES Secretariat administration presented by UNEP, UNESCO, FAO and UNDP;
• ♦ La poursuite de l’examen des liens entre l’IPBES et le système des Nations Unies;♦ Further examination of links between the IPBES and UN system;
• ♦ L’adoption du projet de décision sur l’état des contributions et sur le budget initial de la Plate-forme pour 2013.♦ The adoption of the draft decision on the state of contributions and the initial budget of the Platform for 2013.

 En termes de recommandations la plénière invite entre autres:In terms of recommendations, the plenary, among other things, calls on:

• ♦ le GEM et le Bureau d’IPBES à élaborer un projet de programme de travail pour la période 2014-2018, indiquant les demandes, contributions et suggestions pertinentes déjà faites; ♦ GEM and IPBES Bureau to draft a work plan for the 2014-2018 period, indicating relevant requests, contributions and suggestions already made;
• ♦le Secrétariat de l’IPBES à soumettre aux membres, observateurs et intervenants un projet de programme de travail comprenant des estimations indicatives des coûts préparés en consultation avec le Bureau pour leurs observations, et à compiler les observations reçues pour examen par le GEM et le Bureau avant l’IPBES 2; ♦ IPBES Secretariat submit the draft work program including indicative estimates of costs determined in consultation with the Bureau for observation to members, observers and other speakers, and to compile the observations received by GEM and the Bureau before IPBES 2;
• ♦le Secrétariat à apporter son soutien au GEM pour l’organisation d’un atelier d’experts et d’intervenants multidisciplinaire et équilibré sur le plan de la représentation régionale ; ♦ the Secretariat to support GEM in organizing an expert and multidisciplinary speakers’ workshop balanced at regional level;
• ♦le GEM à recommander d’éventuelles procédures et approches pour examen par l’IPBES 2 permettant de travailler avec différents systèmes de connaissance ; ♦ GEM to recommend possible procedures and approaches to be examined by IPBES 2 enabling work with different knowledge systems;
• ♦le GEM à recommander, pour adoption par l’IPBES 2, un cadre conceptuel qui traite avec efficacité de l’objectif, des fonctions et des principes de fonctionnement pertinents de l’IPBES ainsi que des relations entre eux; ♦ GEM to recommend, for adoption by IPBES 2, a conceptual framework which addresses the objective, the functions and the relevant IPBES functioning principles effectively, as well as relations between them;
• ♦le Secrétariat à engager un processus de large  consultation annoncé, impliquant les membres, les observateurs et les intervenants, sur le projet de stratégie pour la participation des intervenants, et à en présenter une version révisée pour examen à l’IPBES 2. ♦ the Secretariat to undertake a large consultation process announced, involving members, observers and speakers, on the draft strategy for the participation of speakers, and to present a revised version to be examined by IPBES 2.

  Sur IPBES :Concerning IPBES:

L’IPBES (Plate-forme intergouvernementale scientifique et politique sur la biodiversité et les services écosystémiques) a été formellement mise en place, lors d’une Assemblée plénière qui s’est tenue à Panama du 16 au 21 avril 2012, sous l’égide du PNUE.IPBES (Intergovernmental Science Policy Platform on Biodiversity and Ecosystem Services) was formally established during a plenary assembly held in Panama from 16 to 21 April 2012, under UNEP patronage.  L’IPBES a pour objectif global d’établir un dialogue au plus haut niveau entre scientifiques et politiques pour relever les défis de la biodiversité.IPBES overall objective is to establish dialogue at the highest level between science and politics in order to take up the challenges of biodiversity. Il s’agit d’établir une organisation intergouvernementale indépendante qui s’efforcera de traduire dans les faits les informations scientifiques à destination des décideurs politiques dans l’optique d’un dialogue science-politique renforcé.It is about establishing an independent and intergovernmental organization which shall endeavor to translate into concrete facts scientific information destined to political leaders in view of an enhanced dialogue between science and politics. À l’image du GIEC (Groupe d'experts intergouvernemental sur l'évolution du climat), l’IPBES vise à rapprocher les scientifiques des décideurs politiques en donnant une réponse à la fois locale et globale à l'érosion de la biodiversité.Like the IPCC ((Intergovernmental Panel on Climate Change), the IPBES intends to bring scientists closer to decision makers by providing both a local and global response to biodiversity. Face à un domaine où les forces sont dispersées (multitudes de champs scientifiques et d’échelles d’observation), elle permettra de mobiliser l’expertise, de connecter les données et de synthétiser toutes les connaissances.Faced with an area where forces are scattered (multiple scientific fields and observation scales), this shall help to mobilize expertise, connect data and summarize all knowledge.
