COMIFAC- GTCCD: Common Vision of Central African Countries for PANs Alignment and the Choice of a FEM-5 (Global Environment Facility, GEF) Allocation Option
UNCCD (UN Convention to Combat Desertification) Sub-regional Capacity Building Workshop for National Focal Points (NFPs) concerning the Alignment of National Action Plans (NAPs) on the Ten-Year Strategy (2008-2018), from 14 to 17 June in Bujumbura, Republic of Burundi.
Bujumbura (Burundi), 14 to 17 June 2011 – Holding of NFPs Capacity Building Workshop of the UN Framework Convention to Combat Desertification (UNCCD) concerning the NWP Alignment on the Ten-Year Strategy (2008-2018). Chaired by H.E., Mr Jean-Marie NIBIRANTUE, the Burundian minister for the Environment, Land Development and Town Planning, this meeting was organized by the Economic Community of Central African States (CEEAC) and COMIFAC, with the collaboration of the Secretariat of the Convention (SCCD), the World Mechanism (MM), the Burundian Government and the German Cooperation (GIZ).
The meeting gathered representatives of the following COMIFAC countries: Burundi, Congo, Gabon, Equatorial Guinea, DRC, Rwanda, Sao Tome & Principe and Chad, the representative of the Convention Secretariat, the Representative of Mécanisme Mondial (MM), GIZ representative, CEEAC representatives and members of COMIFAC Executive Secretariat.
The opening ceremony was punctuated by four speeches. Intervening in the first place, Mr Stanislao TARONY, representing the Convention Secretariat, stressed the financial constraints on the Convention and pointed out some opportunities likely to help mobilize more funds for the implementation of the said Convention. Among these opportunities, he mentioned Rio+20 and world food crisis. In second position, Mr Rémy MUKONGO, representing CEEAC, specified that nine CEEAC/COMIFAC countries have already adopted their NAPs and that the sub-region has a PASR which is not in line with the ten-year strategy, whence the lack of interest from partners for funding. Speaking on his turn, Mr Martin Tadoum, COMIFAC deputy Executive Secretary, recalled the context and the objectives of the meeting and encouraged participants to more commitments in discussions. Finally, in his speech for the occasion, His Excellency, Jean Marie NIBIRANTIJE, reminded the audience that soil degradation is a major challenge for all COMIFAC countries, whence the need for joint efforts to eradicate this ill. He also indicated that the NAP is a planning tool; this underlies the importance alignment process on the ten-year strategy. Before he declared the meeting opened, he invited each participant to get involved in order to meet the objectives of the workshop.
Following this opening ceremony, participants were introduced, and the agenda was adopted. The meeting continued in plenary with thematic presentations and discussions centred on four main points, namely: (1) CNULD Ten-Year Strategy (2008-2018) (2) NAP Alignment Concept, and (3) NAP Presentation (4) Group Work Restitutions in Plenary.
At the end of the workshop, the meeting moderated by Mr Chouaïbou NCHOUTPOUEN, biodiversity and desertification follow-up expert at COMIFAC Executive Secretariat, enabled to define a common vision for Central African countries as far as alignment is concerned, to choose one of the FEM-5 allocation options for this exercise and to draw a generic roadmap which shall serve as basis for designing national roadmaps for NAPs alignment.
