This was one of the ten strong recommendations of CEFDHAC second sub-regional steering committee which also, on the same occasion, drew a new roadmap resulting from the assessment of that which so far underlay CPR activities, and was adopted by consensus.

The meeting gathered among others, presidents of national fora and CEFDHAC relevant Networks, development partners represented by GIZ, CBFP Facilitator, PACEBCo, CARPE and UICN, as well as some relevant civil society organizations.

The prime objective of the discussions was to assess the road travelled by national fora and CEFDHAC networks from Bangui 2009 till date, to highlight recurrent funding problems, to internalize and own other sub-regional initiatives inherent to the review of COMIFAC convergence plan and finally to establish perspectives for CEFDHAC which is implementing its reform process.

While presenting the programme adopted, following the opening ceremony chaired by His Excellency BAZIVAMO Christophe, the Rwandan Minister for Forests and Mining, and rendered during the meeting, remarks were made relating to (1) the operational level of CEFDHAC whose three strong points (e.g. The fora were organized in some countries and their installed structures are functional…) and four weak points were identified (eg. Absence of a technical facilitation in some countries…). (2) Concerning CEFDHAC Networks, strong points were identified, especially on appropriation, though relating to some sub-regional process networks… and weak points such as limited financial resources…

From these major remarks, ten recommendations were adopted including synergy between different fora, networks partners and COMIFAC initiatives; the efficient governance and funding strategy for all national fora and networks, the communication platform, the organization of the 7^th sub-regional Forum planned to hold in Kigali in November 2011, the ratification of COMIFAC treaty, COMIFAC funding by member states and CEFDHAC Facilitation exceptionally entrusted to UICN.
