Resume : Evaluation for Development: From Analysis to Impact 7th African Evaluation Association (AfrEA) International Biennial Conference March 3-7, 2014 Hilton Hotel, Yaoundé, Cameroon According to the 2012 Millennium Development Goals (MDG) Report of the African Development Bank (AfDB), the quality of social service delivery, inequality, unemployment (particularly among youths), vulnerability to shocks, economic, social and environmental sustainability of performance, and inclusive growth still are recurrent challenges in Africa, despite sustained progress toward several MDGs and track records to achieve the targets. While following that path, policy makers ask numerous questions : what is the most effective intervention in reducing the prevalence of diarrhea among children under 5: investing in the supply of safe drinking water, opening access to improved sanitation facilities, hygiene education for households, or a combination of all these? Should we offer subsidies to farmers either in the form of subsidized fertilizers, extension services or cash to boost agricultural production? What to do to significantly reduce poverty in disadvantaged groups of the society? Specifically, has the Highly Indebted Poor Countries (HIPC) Initiative reach its target groups? Has it better their condition? Of course there is consensus across past AfrEA conferences that building capacity to provide rigorous answers to the above policy questions is important. However, it is even more critical to provide policy makers with the right skills and ensure they use evaluative evidence in making development policies aim at improving the day-to-day lives of millions of people affected by these decisions. Here is the 7th edition of this biennial world gathering, after Nairobi in Kenya (1999 et 2002), Cape Town in South Africa (2004), Niamey in Niger (2007), Cairo in Egypt (2009), and lastly on 9 to 13 of January 2012 in Accra, Ghana, under the effective chairmanship of His Excellence John Mahama Dramane, current president of the country. 600 to 700 participants from more than 50 pays across the world are expected to attend this event on March. 3 – 7, 2014 at the Hilton Hotel in Yaoundé, Cameroon. Given Africa performances towards the achievement of MDGs, the time has come for evaluators working in Africa or for Africa to reflect on the best ways to locate evaluative evidence at the heart of development policymaking in Africa at all layers of government as well as in civil society organizations and foundations helping people to thrive in villages and streets of our cities, in spite that evaluation communities in North America and Europe are focusing on debate concerning methodological rigor, and evaluation policy and professional practice.
